State of Inclusion in Azerbaijan
The Constitution of the Republic of Azerbaijan, Article 42, defines that “Every citizen of the Republic of Azerbaijan has the right to education” and “Government provide the right to free obligatory secondary education”. According to the Law on Education of the Republic of Azerbaijan all members of society - both healthy and people with limited health - have equal rights to education.
Currently, there are more than 57 thousands children with limited health in the country. Only 11.814 persons are studying. 1.105 of them have been involved in private schools, 2.664 persons - in specially trained special boarding schools, 7.750 persons - in education at home, and 295 persons - in inclusive education. At the same time, there are 4 rehabilitation and development centers for the development of children with limited health from which 493 children are benefiting.
